Rise of Nations Tier List Hub
Community XP-modifier tiers I–VII—not an official Hyperant ranking.
The Rise of Nations tier list used by most players is a community ranking based on each nation’s starting XP gain modifier. Hyperant does not show “Tier IV” in-game. The wiki community grouped nations by that modifier because it correlates tightly with starting strength: weaker starts earn XP faster; superpowers earn XP slowly but dominate early wars.
XP modifier tiers at a glance
| Tier | XP gain modifier | Role in the meta |
|---|---|---|
| I | 2.5x | Smallest starts; fastest XP; fragile early |
| II | 1.5x | Still weak, better XP than mid-tiers |
| III | 1.25x | Transition picks |
| IV | 1x | Baseline mid powers |
| V | 0.75x | Stronger starts, slower XP |
| VI | 0.33x | Major powers |
| VII | 0.11x | Superpowers: USA, China, India |
United States, China, and India sit in Tier VII with the 0.11x modifier. They also require large player XP unlocks before you can select them: India 144,338, United States 176,777, China 250,000. Details live on the Players Hub.
How to use this hub
- New accounts should not open on Tier VII even after unlocking—practice industry and front management on mid-tiers first.
- XP farmers often prefer high-modifier nations and annex high starting-population targets. Formula overview:
(starting population / 12500) × XP modifier(see how to get XP). - Conquest prestige and modifiers come from formables—pair this hub with the formables tier discussion.
- Session planning for first hours: beginner nations and Getting Started.

Why Europe feels “harder” early
Crowded Europe packs many player-controlled majors into a small space. Even a strong Tier IV–V European start can die to three neighbors before your factories finish. Africa, South America, and parts of Asia give breathing room for formable paths—exactly why the beginner list favors those regions.
Tier list caveats
- Modifier tiers measure starting XP rate, not “fun,” formable quality, or late-game ceiling.
- A skilled player on Tier I can snowball; a careless Tier VII can collapse to rebellions and multi-front wars.
- Patches (research timing, Projects, river penalties) shift military value without renaming tiers—recheck Updates.
- Scripts that auto-pick “best” countries skip learning; see the Scripts Hub warning if that is how you found this page.

Frequently Asked Questions
Quick answers players search for every session.
Is the Rise of Nations tier list official?
No. Tiers I–VII are a community system based on XP gain modifiers. Hyperant does not label nations with these tiers in-game.
Which nations are Tier VII?
The starting superpowers—United States, China, and India—are Tier VII with a 0.11x XP modifier and large XP unlock requirements.
Should beginners play Tier I for faster XP?
Tier I farms XP quickly but is fragile. Most new players learn faster on mid-tier nations with space and formable goals—see the beginner nations page.
Where do formables fit in the tier list?
Formables are a separate prestige track. Nation tiers describe starting modifiers; formable difficulty is covered on the formables page.
Do tiers change after updates?
The XP modifier brackets are stable community labels, but patch notes can change how strong a nation feels in war or economy. Check the Updates Hub.
Where should I go next from this hub?
Open Beginner Nations if you are new, Formables if you want prestige goals, or the Players Hub if you are unlocking India, USA, or China.
